I can confirm that what you describe may well happen. I'm also glad to
say that the issue has been fixed. The fixes have been released in
Natty, and fixed packages for Lucid and Maverick are available at
https://launchpad.net/~gunnarhj/+archive/locale-test. I mark this report
as a duplicate of bug 553162.
