I invoked the problem between 1610 and 1620 EST like this:
evolution is running.
I invoke the "suspend" functionality, and close the lid.
I open the lid.
I login.
I look at evolution. See attached picture.
I attach /var/log/syslog .

Indeed, the logs are messed there; and I can't properly see where the
activation of wlan0 finishes. Any chance you could try to reproduce the
problem and attach the file /var/log/syslog (not .1 or .anything) again?

I'm not saying there can't be a bug in Evolution, but it *does* appear
to work in the majority of cases. Adding delays based on other delays is
not the right way to fix such an issue as the one you're seeing, because
what this will likely cause is add unnecessary delays for users that
don't need it
