I'm not saying there can't be a bug in Evolution, but it *does* appear to work in the majority of cases. Adding delays based on other delays is not the right way to fix such an issue as the one you're seeing, because what this will likely cause is add unnecessary delays for users that don't need it.
Please, attach /var/log/syslog in its entirety to this bug report, as a file; this will include NetworkManager logs and will allow us to look into what might be happening.
