I have this issue with 9.04, didn't you actually mean 9.04 not 8.04?
I have gnome-terminal in Startup and by ccsm settings, it will be put in
"Desk 3". But it doesn't work, it shows up in "Desk 1" and misses the
title bar. (Title bar comes back if I open a new tab though.)

Actually it just happened when I set xclock to launch on start-up.
Previously xclock appeared (near top of screen but nearer to the center)
with no problems but then when it appeared in the top left corner, it's
title bar was obscured and again could not move it.

issue on Ubuntu 8.10. On this same computer your are having this
problem on, can you reproduce this issue with an Ubuntu LIVE CD and
