I have this issue with 9.04, didn't you actually mean 9.04 not 8.04? I have gnome-terminal in Startup and by ccsm settings, it will be put in "Desk 3". But it doesn't work, it shows up in "Desk 1" and misses the title bar. (Title bar comes back if I open a new tab though.)
