Seems like it's the expected behavior since focal, this is reversed in
GNOME 44 (https://gitlab.gnome.org/GNOME/mutter/-/merge_requests/2821)
and in noble (GNOME Shell 46.0) I can no longer reproduce it.

After debugging it seems that we return in this line:

1. If the HDMI is connected during boot, gnome-shell starts normally, I can see
the login screen on the HDMI monitor.

Issue can be reproduced.
[Steps]
1. Flash image genio-classic-desktop-2204-20240322-185 and boot into OS
2. Upgrade to the latest kernek version via command `sudo apt upgrade`
3. Plugt the serial cable for debugging, reboot DUT and append the
"display-hdmi.dtbo" to list_dtbo variable in u-boot to

I update kernel and test again.
The display will not show login frame if boot without HDMI and plugin after
boot.
Then I execute command in console
# systemctl restart gdm
The HDMI display will show login frame.

Thanks for reply. My kernel is 5.15.0-1029.33. I will try to update kernel to
latest version.
I check the kernel log, it can detect HDMI plugin and send notify to
framework.
The HDMI monitor can display right timing but black screen.
