Alongside the #5 I can see the following:
1. If the HDMI is connected during boot, gnome-shell starts normally, I can see
the login screen on the HDMI monitor.
1a. If the HDMI is disconnected during boot, gnome-shell fails with

Sep 13 08:05:22 mtk-genio org.gnome.Shell.desktop[1452]: Failed to setup: No
GPUs with outputs found
Sep 13 08:05:22 mtk-genio gnome-session[1412]: gnome-session-binary[1412]:
WARNING: App 'org.gnome.Shell.desktop' exited with code 1
Sep 13 08:05:22 mtk-genio gnome-session-binary[1412]: WARNING: App
'org.gnome.Shell.desktop' exited with code 1
Sep 13 08:05:22 mtk-genio gnome-session-binary[1412]: Unrecoverable failure in
required component org.gnome.Shell.desktop

2. When after 1.a I connect the HDMI, I can see fbdev on the HDMI monitor, but
gnome-shell is not restarted. gdm systemd unit is "active/running". Because
gnome-shell is still failing and not restarted when HDMI is connected, we don't
see the desktop on the HDMI monitor.
drm_info reports the HDMI monitor as `connected` and `link-status=good` every
time I connect the HDMI monitor.
/sys/class/drm/card0-HDMI-A-1/{enabled,connected} are enabled and connected.

Attached: journalctl starting boot without HDMI, then connect HDMI.
