The patch is against 2.6.22 stable.
Frankly, I believe that this merits an exception. Browsing the forums
and the launchpad bugs, I have found hundreds of issues resulting from
ata_piix's broken handling of IDE drives. People are literally unable to
install Ubuntu on perfectly good systems because

I just got a cc of an ACK from Jeff Garzik. He is asking Tejun to rediif and
resend the patch, apparently for inclusion
Tejun himself suggested to me that the patch should be included in
Ubuntu's kernel 2.6.22. I will paste a copy of the email

this kernel is slightly modified from the ubuntu configuration. ide_piix
is compiled as a module, and ata_piix and ata_generic are left out. This
kernel, though I could not use any of my "restricted" modules obviously,
was able to see the cdrom drive. It was of course listed as hdc

cdrom cannot be accessed. HD is SCSI, CDROM is IDE (ICH4).
