Update:
OpenOffice 3.2 spreadsheet in Lucid final release does not have this problem,
and treats as 0 (zero) a cell that is blank as a result of a conditional
statement.

Enabled "universe" and "multiverse", then installed
gstreamer0.10-ffmpeg, gstreamer0.10-plugins-bad, gstreamer0.10-plugins-

I've just upgraded to Ubuntu's OOo 3.1.1. from Sun's OOo 3.1.0 and some
spreadsheets that work under Sun's OOo 3.1.0 show swathes of error codes
in Ubuntu's OOo 3.1.1, and some charts are empty.

and so my spreadsheet files are in OpenOffice 2.4 format.
