Tried a full pass of running update manager to refresh the installation
to an up-to-date state.
Now the step from picture 2(language support dialogue) works correctly
and I have a translated desktop.
Not sure what this means for fresh installs though.

In short, I asserted my intent to contact the original unzip maintainer on this
issue.
Meanwhile, I have reviewed your plan and I believe that libnatspec is a viable
solution.
Even so, it is my opinion that a patch should be pushed upstream(unzip).
