signal to be sent first, at which point the upgrade begins. Next, the
SIGTERM is received, but the upgrade has already started. So, "shutdown
-r now" will not trigger an upgrade.

so the shutdown script is not called with --wait-for-signal, since it is

Experiencing same problem in Precise.
Temporary fix by:sudo mv /usr/lib/unity/unity-panel-service ~
Then:ps -u | grep unity to check service is stopped.
My conclusion is: if there weren't bugs, we wouldn't need exterminators!

I don't understand why this issue is not being picked up. It should
probably be considered a security bug, because it prevents people from
using the software updates.
I know my way around apt manually, but people that don't will be missing

I'm experiencing this exact same problem after upgrading to 14.10 from
14.04. Later I did a clean 14.10 install (on a completely new ssd) and
that too showed exactly the same problem.
The only things "special" about my setup:
- Full disk encryption
- Btrfs based
- Multiple monitors
I wouldn't exp
I have tested with the results of #1386571 , and the problem still
remains.

Yeah having the same issue here, and it was causing issues with my
puppet script to fail because it's not exiting cleanly with a 0/1 exit
status. I fixed the puppet script to accept error code 139 which seems
to be the error code it exits with.
