This issue has started recurring again after the Ubuntu update I installed yesterday (18/Feb/2020).
Sometime after my original logging of the bug, the intermittent service failure stopped. Unfortunately I did not keep track of which update the problem disappeared after. For months the service was rock-solid without any failures, until the update yesterday and since then I've had to restart the service three times, very much the same as when I originally logged the bug, either by restarting the service through the console if that works, or switching my laptop into and out of airplane mode which then works if the first option failed.
