After investigating, I think the approach is to (1) update the deb-

I don't think this is technically an issue anymore, because iputils-ping
also Recommends: linux-sysctl-defaults (the relevant upload of iputils
happened since this bug report was opened).
However, adding a quirk to u-r-u for this is cheap, so I am going to do
