I don't think this is technically an issue anymore, because iputils-ping also Recommends: linux-sysctl-defaults (the relevant upload of iputils happened since this bug report was opened).
However, adding a quirk to u-r-u for this is cheap, so I am going to do it. Won't fix for systemd, though. ** Changed in: systemd (Ubuntu) Status: New => Won't Fix ** Changed in: ubuntu-release-upgrader (Ubuntu) Status: New => Triaged -- You received this bug notification because you are a member of Ubuntu Touch seeded packages, which is subscribed to systemd in Ubuntu. https://bugs.launchpad.net/bugs/2089759 Title: systemd vs linux-sysctl-defaults Status in systemd package in Ubuntu: Won't Fix Status in ubuntu-release-upgrader package in Ubuntu: Triaged Bug description: On Oracular, systemd Recommends linux-sysctl-defaults but it wasn't available at the time since src:linux-base was lagging behind Debian. It has now been merged so the new package is available on plucky. This poses a problem on upgrades: apt won't install the Recommends since it's not new. The possible solutions are either to drop the useless Recommend in a systemd SRU in Oracular or to add a hint to u-r-u to install linux- sysctl-defaults on upgrade.
