At a command prompt, type:
su -
This gives us root will all environmental settings.
Then try running apt-get and see what happens.

Gary I made the changes at the bottom. Redhat 8.0 sources.list only
has 7.3
I changed it to 8.0.

where did you get the packages. Last time I installed apt-rpm from
freshrpms.net, it went off without a hitch. A quick search on these files
at rpmfind.net gives the package
The RPM package management system.RedHat-7.3 for i386
rpm-4.0.4-7x.18.i386.rpm
Go grab that one.
