This isn't always guaranteed to work. If package A splits into A and B, and A now has a dependency on B that it didn't before, rpm -F will not catch it. up2date will. Before you say this is very theoretical, let me point out that I've seen this happen *many* times with Mandrake's betas as applications were split between the app and its related libraries.
