Yes it only happens on neon stable, unstable.
Remember trying Kubuntu and the issue was not present it started after 5.12
probably 5.13 when the new blur and redesign on the login and lock screen
debuted.

Just retested on 5.15.1 Neon Stable it continues to happen same on unstable.
Tried Kubuntu 18.10 same able to replicate on task manager mode and only icons

A quick update.
The problem is always reproducible on Elisa a player that has auto resume track
on start.
But on a player like Juk that doesn't do that by default it wont trigger.
