I can confirm that.
It would miswrote by first setup during installation process of Kubuntu.
$ sudo chmod 644 /etc/sddm.conf.d/kde_settings.conf
to correct it.

I have tested.
Kubuntu 19.10 with backports upgraded to Plasma 5.17.4. Same problem.
systemsettings5 writes always an empty /etc/sddm.conf and a correct filled
/etc/sddm.conf.d/kde_settings.conf. But if I call systemsettings

Here is another info. The first user is 1000:1000. My second user is 1001:100
with the traditional users group. As I like to set to 1001:100 the automatic
login process then it wouldn't be displayed as I open the SDDM window

I can't reproduce that. I have an empty /etc/sddm.conf file, but the system
settings module is still reading the preferences from

Okay, this works. Just tested.
But systemsettings5 set /etc/sddm.conf to zero. I think it's better to write
"#The configuration of SDDM you can find here:
#/etc/sddm.conf.d/kde_settings.conf"
into it, if it is empty.

Right, I should have mentioned the cursor theme option has been deprecated in
favor of syncing the Plasma's cursor theme.
If you hit Sync in the Advanced tab, CursorTheme should be erased from
sddm.conf and written to
