I installed Kubuntu 19.10 with backports to test this and this is what I found.
The KCM really doesn't read the settings from:
/etc/sddm.conf.d/kde_settings.conf
I believe the issue is in the permissions of this file (see pic I will add
after this comment).
Manjaro with 5.17 doesn't have this issue and I can't reproduce it in KDE Neon
with master either (but it might be due to my setup there).
Tagging Rik to see if he knows if there's something done differently in
Kubuntu.
