Same problem. systemsettings5 writes always an empty /etc/sddm.conf and a correct filled /etc/sddm.conf.d/kde_settings.conf. But if I call systemsettings5 again, there is no content of /etc/sddm.conf.d/kde_settings.conf displayed.
