Cycle tasks brings the last active window of the group independent of minimized
or not. When a task is minimized it can not be active. I think it is better to
describe what you are asking with an example.

I went through dependency hell and compiled recent kwin git-master on Arch.
Indeed, the stutter issue seems to be completely gone, just like it previously
was when using the intel swap event feature.
