You simply need to edit the file: /etc/network/interfaces
Although, from the IP address you provided i'm not sure how it can reach
your gateway, coz looking at it, seems like IP and Gateway are not on
the same subnet.

you don't do anything, you run pppconfig and it will do it for you, since
ppp is usually not a dedicated link(modem) so pppd will handle bringing

I had a similar problem on a Solo 2100 and re-installed from the
"stable" area built a custom kernel (2.0.27) from the distributed kernel
source and all's well so far, it hasn't hung since (2 days).
