This is unlikely to be a bug in debootstrap itself, but more likely to be
temporary breakage in the testing distribution.

Never mind...I found the problem. doxygen 3.6.1 is now creating a
search directory under the html output directory. Programs such as ICU
that do "install html/* dest" in their install steps wil

The invalid `"' error from doxygen is a red herring here. The actual
problem is that doxygen 3.6.1 creates a search directory of html, so
ICU's install html/* is failing. I should be able to upload a patched
version soon.
