Chris apparently has new code but it's not in unstable yet. Given apt-proxy is entirely broken it's perhaps worth mentioning that apt-cacher does a similar job but it works in today's unstable. I installed it today and once I added a sane path_map it worked fine and in a similar way to apt-proxy.
