There should be no localization tasks shown (they are selected 
automagically). This was a bug in tasksel which was fixed today.
Check the tasks list in aptitude to see if there is an existing Hebrew 
desktop task or not and what it contains.

localization-config is currently not run during the installation because 
it needs to be re-implemented in first stage (used to be run as part of 
base-config). This is planned to happen before the release of Etch.

GDM login screen _may_ be fixed when we reimplement localization-config, 
but I'm not sure. It may also be a Gnome issue.

If user-he is a package, that would be something that can be covered by 
the localization tasks in tasksel, so please check those.

I don't think any of these issues are worth reopening this report for. 
Feel free to follow up with separate bug reports to appropriate packages.
