The Cheese 3.34 package in
https://launchpad.net/~dtl131/+archive/ubuntu/mediahacks2/+packages does
not work in Debian Buster due to missing dependencies (it will work in
Bullseye or Sid).
I took the source of Cheese 3.31 from Debian 10, and rebuilt it after
applying the patch in the PPA

In addition to Cinnamon, I can confirm that the above mentioned patch fixes
the bug in XFCE as well.

A patch for enabling preferences in the headerbar has been proposed at
https://gitlab.gnome.org/GNOME/cheese/-/merge_requests/34
While I can't say whether (or when) the patch will be accepted in the
upstream, I can confirm that the patch fixes the issue in Cinnamon.
