A patch for enabling preferences in the headerbar has been proposed at https://gitlab.gnome.org/GNOME/cheese/-/merge_requests/34
While I can't say whether (or when) the patch will be accepted in the upstream, I can confirm that the patch fixes the issue in Cinnamon. A debian package incorporating this patch has been made, and available at https://launchpad.net/~dtl131/+archive/ubuntu/mediahacks2/+packages It would be great if the patch is applied to the Debian Cheese package, and possibly backported to Buster (even if the upstream does not accept it).
