It seems to me that the output of your strace tells us that you are
running speech-dispatcher in server mode. That is not the default
anymore, and I believe not recommended. Could you try to kill
speech-dispatcher, change your /etc/init.d/speech-dispatcher to say "no"
to auto-start and t

Anyway the speechd problem is very interesting and a priority thing in
my hobby time. I did a deciding debugging session today.
Speech-dispatcher output is very limited when spd-say command is issued.
