apt-get purge speech-dispatcher
apt-get install speech-dispatcher/experimental

I am running as root, but when logged in as a user, the message
was similar (maybe the same).

   * What was the outcome of this action?

spd-say does not work at all

   * What outcome did you expect instead?

I expected some problems, similar to those I had with version 0.71.
At least some messages in ~/.speech-dispatcher/log/speech-dispatcher.log
