Dear Maintainer,
Just made an install of Debian 7.2 from scratch and still had this problem.
The usb device has incorrect permissions, so I had to fix it manually.

If it's not the case, your bug is something different. The device
should just appears in /dev, if it's not it might be a bug with either
de kernel or udev.

The /etc/udev/rules.d/52-nut-usbups.rules file is not shipped by nut
packages for quite some times now (pre-squeeze) and can safely be
removed.
The nut-server.preinst was supposed to remove this file on upgrade, but
it seems that we forgot a case where the user is upgrading for the
Apparently, the problem is caused by udev rules still containing the
(unsupported) SYSFS attribute instead of ATTR (replacing SYSFS
occurrences with ATTR fixes the issue).
It's strange to see this behaviour in Debian stable, though.
