Hello Andrew, The /etc/udev/rules.d/52-nut-usbups.rules file is not shipped by nut packages for quite some times now (pre-squeeze) and can safely be removed.
The nut-server.preinst was supposed to remove this file on upgrade, but it seems that we forgot a case where the user is upgrading for the first time after we have split the nut package into nut-client and nut-server. Could you please clarify which version of debian you were running before you have upgraded to wheezy?
