I have been experiencing this bug as well and am following up with the
information requested in previous messages.
The steps I used to reproduce it:

OK, ~f and ~t are NOT trigering the download...
It is ~h which do it...
Give new dimensions. I suggest to change the code to check the already
downloaded Headers and only then, IF the requested HEADER is not found,
download the HEADER and NOT the whole message.
