Thanks for the help but I can assure you that your file is not
correctly coded. Your debconf-updatepo must be broken in some way:
This is the proof of that:
[EMAIL PROTECTED]:~/build/debian/ntop/ntop-3.2$ debconf-updatepo -v
PO directory is debian/po
Wrote ../templates.h

issues, also codification is utf8.
