I finally figure out start uim-toolbar-gtk stably :-)
Basically, following code are executed by the im-switch start up code.
/usr/bin/uim-xim &
(sleep 1; sync; uim-toolbar-gtk)&
This will start uim-toolbar-gtk well after uim-xim is stabilized while
noot slowing down X start code.
