It has been checked by me in pbuilder, and by Norbert Preining in cowbuilder.
And according to the Debian package website, ctangle is also included in
texlive-extra-utils on the s390 architecture.

Doh! Sorry, I forgot that I removed the name "latex-cjk".
So, in fact there is no "latex-cjk" package anymore; it's
been renamed to
"latex-cjk-all", which is now a virtual package.
I will upload a new version with an added conflict ASAP.
