Torch3 is already dead. We should remove it.
There is an RFP for its successor Torch5, but Torch5 had never entered archive
Torch7 had been packaged for buster (lua-torch-* packages), but removed due to
deprecation

It's pointness to package this standalone. It's never used by any other
package than pytorch. And pytorch only needs a small part of its code.
The rest part of foxi, that pytorch does not need, FTBFS.
So I choose to embed the necessary files of foxi to src:pytorch

TriSYCL is cooperating with intel. Maintaing the LLVM/SYCL is already
difficult enough for the open source community, let alone two
implemtnations.
We should wait for intel to upstream their SYCL component to LLVM
upstream.
