In case it's helpful for someone else, here's the steps I used to work
around this. Note that I'll probably need to manually clear the
alternatives entry later when the checksum file is available.
This is just a dirty approximation of what the update-flashplugin-nonfree
script does. Don't do this

This bug had occurred on my testing/sid machine during a large upgrade.
At that point, the Xorg dependencies on my system were in such a state
that apt-get successfully installed fglrx-dri

Hopping on to confirm. Catalyst 15.9 and Linux 4.3.0 caused Xorg to have
a canary. Falling back to radeon worked just fine. I haven't tried the
AMD installer yet, but I'm hoping it's actually fixed in the latest
upstr
I have noticed that the issue occurs fairly consistently, but not
always. If it does not occur at first, logging out and in again, or
rebooting, is sufficient to cause the problem to occur.

system I found it on is RedHat 7.3 and OO 1.1.4. I found a solution for
it, which is to turn off accounting in the cups filter. vi
