Yes Bill, they are all development packages. I'm just not sure how that matters in this case. I'd just imagine that Debian doesn't want any broken dependencies, whether it be a development package or not. Regardless, thank you for the information regarding the binary compatibility of those versions. The provides of the libjpeg-dev package makes a lot more sense now.
