and have ABI changes whenever the upstream likes it. Hence they have still the

First of all I guess the debconf interactivity has to stay as
restarting Quagga can potentially lead to a loss of internet
connectivity and when acting as router is just too important to be
upgraded among other packages.
So my guess was that people have the package on "hold" as they
