Hello,
I'm experiencing some significant problems with that. (see the bug
#562805).
This problem seems to be corrected in the 1.5.0-beta version of
libnss-pgsql.
As this bug is really easy to correct why isn't it corrected yet ?

Ok so it seems that vsftpd try to retrive shadow information as
unprivilegied user.
And then we fall in a bug from the libnss-pgsql2 from 2007 which is not
corrected yet :/ (#525953)

I forgot to notice that I can't connect to the FTP with local user (in
/etc/passwd) if "pgsql" is present in /etc/nsswitch.conf.
That why I think that it is related to the libnss-pgsql2 more than to
the libpam-pgsql.

But vsftpd gives me "Could not connect to database" after asking for the
