I confirm this issue is caused by upgrading libdata-validate-domain-perl
from 0.10-1.1 to 0.15-1.
Downgrading the package fixes the issue.

the documentation says that sending SIGUSR1 can be used to show and hide
waybar. However, the waybar can only be hidden with the signal, not
shown.
