I tested this with GIMP 2.8.10 in Ubuntu 14.04, where the libtiff5
package is version 4.0.3-7ubuntu0.3. Both LZW and Deflate worked fine,
so it seems the bug has appeared between 4.0.3-7 and 4.0.3-12.3.
However, the inner workings of libtiff5 are beyond my understanding.

you mismerged the changelogs from sid and experimental, the version

Hi Gregor,
I cannot speak for Debian, but just from the XCB side.
The protocol definitions for Xinput are incomplete and buggy in 1.11.
That's why it is disabled by default.
In the next major release (1.12), the Xinput protocol definitions will be
(almost) complete. So, maybe we'll activate it

actions (install, remove, hold, reinstall, ...), not only upgrades and
downgrades.
It will be present in the next release, so marking this as +pending.
Cheers.
