I ackowledge this bug. My concerns are of breaking stuff in wheezy if the
change is done.
Of course, as you suggested (and I write it here for documenting purposes), we
can modify the config stuff to get both lower and upper case variables to
avoid breaking stuff.

Now I found the problem: Gnome's setting that shows the mouse position
when ctrl is pressed for a longer time conflicts with that function.
After disabling this particular setting it works again.
So I guess this bug should be moved from GIMP to Gnome.
Please feel free. I was in a hurry this morning, but I will make a note to
remember attachments in the future. Hopefully I filed against the right
package. If it masters, xcompmgr provides compositing for me.

cacti can get a unblock to fix bug 681558 [1]. Are the procedure
