Jonathan,
After opening the properties dialog you should see a button right under
the general tab saying something to the effect that this program is
blocked to protect your computer. Toggle that button. Then Window-Eyes
loses focus. You can either route the mouse and use it to click on Apply
and then OK, or, Alt-Tab away and back to regain focus and use your
keyboard.

Yes, exactly what I was talking about. Sorry about being unclear. I have in
the past done select all and copy / paste into an empty script file to avoid
this error. I remember scanning the properties and not being able to figure out
how to get the code to be allowed.

related to its apps), when you click on a .vbs file you get a question asking you if it's
ok to execute the vbs file, then yes, I believe you must have downloaded the .vbs file,
and so it starts out with a blocked status until you unblock it in the same
"properties" dialog.

The reason you got a message and couldn't read the one you downloaded is
because it was blocked, as are most downloads. You'd have to open the context
menu, properties, and unblock it.
After selecting a topic and pressing Enter you can jump back and forth between
the content and the table of contents with F6.
