version in January and somehow it made it to my drive Unblocked.I have yet to
update to W E 9.2 and wanted an updated App Developers Ref now.I work for the
State of Arizona and must wait for an authorized I T person to update me to
9.2.It is part of our security policy.I found it interesting that when I send
the blocked App Reference to a compressed folder, it is no longer

The copy you downloaded is the same as the one that ships with
Window-Eyes and can be accessed from the Window-Eyes control panel,
Help, Documentation, App Developer Reference.
The reason you got a message and couldn't read the one you downloaded is
because it was blocked, as are most downloads. You'd have to open the
context menu, properties, and unblock it.
After selecting a topic and pressing Enter you can jump back and forth
between the content and the table of contents with F6.
