Well, I am not really sure that there is one.  You can just use your 
favorite text editor, though.  I like vim, so I would just open grub.conf 
like this

vim /boot/grub/grub.conf

and make any necessary changes.  You could use Kate, or gvim, emacs,
whatever you like. 

You don't have to re-install grub or anything.  Just removing the sections
from grub.conf about the kernels that you no longer use/have is all that
should be necessary.

FWIW, I'll bet that some KDE developer will come up with a slick app for
editing grub before too long. Just remember, though, that a good text
editor is always your best friend.  :-)
