No. Outlook and Outlook Express are the only email programs you can use with Hotmail. The service uses a proprietary mechanism to transfer email using HTTP.
Hotmail also does not offer traditional POP or IMAP facilities. If you want a better free email account that does not have these restrictions I can recommend softhome (http://www.softhome.net/). I have been using them for about a month now and I'm very happy. They offer: Webmail POP IMAP 15 MB mailbox!
