You will want to look into running mozilla and twm in Kiosk Mode: http://kiosk.mozdev.org/
That page tells you how to install and setup a modified version of TWM that lets it behave more like a kiosk plus it has XUL stuff to change all the buttons on the navbar in mozilla to do just what you want it to.
