The KDE Desktop has the capability for customizing the titlebar buttons for apps. Select KDE Start icon => KDE Control Center => Window Behavior => Buttons. There you can turn off the minimize, menu and close buttons. Note: these changes are affect ALL the apps; you could create a user 'Netscape' with a default KDE Desktop that has Netscape as the only app. This might also be available in Gnome, or via the KDE menu in Gnome - I'm not sure.
