You may. However, to be honest, I hadn't noticed it. The only reason it 
is like that is because that's the format that ordb.org used in their 
howto/faq. I've just removed the directed quotes around dnsbl in the 
first FEATURE, regenerated sendmail.cf and restarted sendmail without any 
difficulty, so I'd guess they aren't necessary.

The ones I've listed above seem fairly conservative. One that was more 
prone to generating false positives was ORBZ.org's black hole list. 
However, due to the threat of legal action (since withdrawn) that black 
hole list has been shut down. (http://orbz.org for details).

Other than trial and error, I'm unaware of any way to determine which 
lists are least prone to blocking legitimate mail. The best way I have 
found is to check the associated web pages and look at their policies. 
For example, one I came across some time ago blocked all hosts on several 
cable networks. (@home.com, charter.com, rr.com) Most would find that a 
little too aggressive. ;)
